Lower Seletar Reservoir was established as part of the Sungei Seletar–Bedok Water Scheme, with its construction completed in 1986. This project involved the building of a dam that impounded the Sungei Seletar river to create a significant water body.

In 1992, the reservoir was renamed Lower Seletar Reservoir to distinguish it from the older Upper Seletar Reservoir at Mandai.

The reservoir covers a surface area of approximately 3.6 km² with an average depth of 2 meters (maximum depth at about 5.5 meters.
